Pumping fluids out of vats is ridiculously slow #472

Pumping them in is as expected, but even with an RPM of 256 pumping them back out is only around a few milliblocks/second

Mods installed: Create 0.5.1h JEI 15.20.0.101 Destroy 0.1.0 snapshot 8 petrolpark lib 1.0.6
