Use Element Shape (ELSH) axis #1

In https://github.com/googlefonts/axisregistry/issues/15 GF defined an axis for element shapes, established by the https://github.com/rosettatype/handjet project

The definition in https://github.com/googlefonts/axisregistry/pull/56/files allows for 101 (0..100) shapes landing on integer values with API selection/request of one decimal place (10 step precision - in the API request, not in the use of the VF :)

Please align Bitcount's shape axis to this definition :)
