Generate alarm events in the backend simulator #152

Sudhir will be working on the events log and alarms, so we will need a way to exercise that from the backend simulator. It should generate two kinds of things:

  1. A history of 20 "previous" alarms/events, randomly generated at startup
  2. PatientAlarmEvent (with the event code and all states) randomly triggered once every ~30 sec - these alarm events also need to get added to the history
