feat: Envelope encryption for Provider API Keys + Modal

What's new?

Organization need to provide their API key in order to use the in-platform tester. This PR introduces:

• Modal that appears if attempting to use the Tester with a provider where the API key is missing (including some information and details on how encryption is done).
• Envelope encryption (read more) mechanism using AWS KMS.
• For local development, introduced the local-kms service and added it to the KMS stack.
• Created an EncryptionModule to facilitate this.
