Appcache ReportHub for basic offline #264

Lets make ReportHub as offline as is possible with existing architecture by introducing appcache and a 'manifest'. This will require changes to ngm-reportHub and potentially nginx, and should improve the load time of the paint.

to try it in local, if you use chrome please go to : chrome://flags/#unsafely-treat-insecure-origin-as-secure enable and then relaunch

if the workbox running you will see this wactive
