Colombia / Nigeria normalisation of age groups (i.e. 13-17)

I have update the labels to HRP age categories (commit https://github.com/pfitzpaddy/ngm-reportHub/commit/56d5e15839740ac4592636311bc36200f5d4b8de). In the database, the same columns will be used as follows;
