  1. I suspect that there is an excess of NOx gases produced in a (highly efficient) high-temperature combustion chamber. I have a vague memory of an article that stated something to the effect of "the engine [Chrysler hemi?] was a victim of its own success. The high compression ratio and high temperature combustion resulted in an increased production of NOx, exceeding emissions standards. Future iterations of the engine were deliberately handicapped to stay within legal limits."

The EPA technically only regulates NO2. Work around? Ethics/impact? NO turns back into NO2 in atmosphere in presence of volatile organic compounds, so not viable.
