We shouldn't blindly be using FISH_LENGTH when is.na(FORK_LENGTH), sometimes it may be better to just exclude these records.

Additional things to think about

Methods for when FISH_LENGTH_TYPE %in% c("S", "T", "U", NA)
Many species are sampled with FISH_LENGTH_TYPE == "T", including some rockfish spp, petrale, skates, lingcod, Pacific cod, shortspine thornyhead, etc.
FISH_LENGTH, should only be used if there is no FORK_LENGTH and the fish was sampled in the round, I think.
