PSMFC_AREA is basically a copy of PSMFC_ARID #71

and only differs by the inclusion of 3C for the example data. Pacfin.psmfc.org lists the latter as PacFIN PSMFC area code (type 1) whatever that means.

Moved from Pacfin_tasks project board to an issue by kellijohnson-NOAA.
