That sounds fine for right now if we want a separate repo to download and clean data. Then have a third that deals with models. We just have to be careful that code doesn't become duplicated, otherwise we would need to combine everything into one.

@kellijohnson-NOAA I think it may make sense to leave this as a RecFIN utilities repository and create a second Recreational Data repo for all of the recreational data sources that are not on RecFIN.
