2015 assessment recommends tag-resighting studies to estimate interannual movement rates among spatial strata.

I wasn't so sure where they describe movement rates within the assessment. I didn't do a full dive but my first pass didn't show a place where this was described.

UPDATE (2/1): There was no adult movement in the model. The only spatial population structure was applied was through recruitment apportionment.
