Oregon special project data #38

Pulled out from issue #11

There are ~7000 samples in pacfin from oregon special projects (SP) (SAMPLE_TYPE = "S"). Of these, 4675 have ages and of these ~2500 are surface reads. Checked with @aliwhitman and older SP data were given that designation because there was a missing entry for may where final confirmation was not available. Thus a decision was made to make the lot of them as "special project". Thus although we typically exclude special projects data these may be valid. There is a large section of these from 1986 and before which could be explored and included (they are random sample_method too), whereas the recent ones (1999 and beyond) are more sparse and most liekly special activities.

Our plan is to include Oregon SP data from 1986 and before.

Regarding the surface reads of these data, these were used in the past assessment with a different error matrix. A sensitivity in the previous assessment showed these were not impactful. Given the very different range prior to 1980 and other years overlapping with break and burn samples (see image below),

our plan is to exclude surface age comps from all oregon comp data (including the special projects).
