Automate biological determinations based on area, sex, fleet components #14

The 2021 cycle brought the importance of data workshops more clearly in the light, particularly with respect to determining areas, fleet structures, and choices on sexes. Automating the process of compiling and synthesizing biological data by area, sex, and fleet components could speed up the process in determine whether groups are similar or different. Currently, we all do some version of this anyway. Having a common package or function would be beneficial.

Since this is beyond the scope for the nwfscDiag package, I suggest adding this issue to a general issue under PEPtools. I think this is where we are currently putting general code and package development ideas.
