I have added another comment to that Infra Issue. Unless someone can defintatly
locate it as an Autoexport problem, then I think this issue should wait to see
whether reconfiguring the database will solve the issue. Until it is tried I 
can't
say one way or the other.

You should close this, turned out it was a db character encodings issue.
