Missing Extension upgrade from 2.0.0 to 2.1.0 script #372

There was a discussion on postgis about upgrading and that reminded me that we probably need a an upgrade from 2.0.0 to 2.1.0 script. For an example look at /usr/share/postgresql/9.4/extension/postgis--2.0.0--2.1.7.sql. @robe2 might be able to help with this.

@sanak I get those two failures here on linux and I'm pretty sure we get the same on Travis and winnie.

The script to upgrade is being added, and I included basic database installing and upgrading instructions: visible from the index http://docs.pgrouting.org/v2.1.0-alpha2/doc/index.html They start here http://docs.pgrouting.org/v2.1.0-alpha2/doc/src/installation/index.html#installing-in-the-database About other documentation on installation I will be using #380
