I've been trying to reproduce both these issues, but have been unable.
RDPing into a Windows 7 box seems quite usable, even with a fairly under powered host. I have seen some reports of QtWebEngine (the rendering engine we use in 1.3) being slow on Windows 7 from an RDP connection on any host, but have been unable to reproduce the issue. My suspicion is that it's related to the specific graphics capabilities of the host, not playing nicely with QtWebEngine. Can you provide complete specs on what you're using?
1.1 and below used QtWebKit as the rendering engine, which a) is now obsoleted in Qt, and b) had it's own set of bugs. It sounds like your issue only surfaced with the change to QtWebEngine, which gives some weight to my theory above.
Lance's problem should be dealt with on it's own ticket - however there are a number of reports of this behaviour with QtWebEngine on the internet. There are suggestions for a code fix, however as I'm unable to reproduce the problem at present, I cannot easily experiment with that. That said, many of those reports say that the issue only occurs if not using 32bit colour depth for the connection, so it would be worth checking with 32bit colour if that isn't being used at present.

Install pgAdmin 4, version 1.1 on a Windows 7 machine which will be accessed via Remote Desktop (RD)
Confirm that RD works fine with this version
Upgrade to version 1.2 or 1.3
Try using RD.
Errors:
When I do this, I get a keystroke latency of about a second, rendering the tool almost unusable
When Lance Campbell does the same (not sure which OS; I don't know Lance), he reports just seeing a blank screen, rendering the tool completely unusable
