pgadmin4-v1-web RPM needs to drop requirements for QT (RM #2493) #1216

Per discussion on mailing list, the current -web RPMs include requirements for QT, which are required only for the desktop version. This drags in some 200MB of extra packages, including Xorg.

We need to either create a completely separate template for -web, or somehow redefine the requirements to NOT include any QT components.
