pgAdmin4 should have shortcut tools bar for frequently used features (RM #3564) #2012

Features like View Data, Filtered row, Query Tool are most frequently used in pgAdmin. It would be good to have tools bar with buttons for most frequently used features. Tools bar should be at the left of the Browser Tree.
