Can you provide steps to reproduce this? I can re-dock without any problems if I detach a panel.

I have the same problem. After undock the lower part of the Query Tool window, it cannot be re-dock.
V3.3 and V3.4, Windows 7, Firefox and Chrome

When attempting to expand the main window, the the lower window can "break free" and become floating. Unable to re-dock.
When hovering over the window divider bar, one can get either:
One will almost always land on the un-dock option because the entire title bar activates it, whereas the up/down arrow takes patience and more careful mousing precision over the divider line. This un-dock option is therefore effectively the "default", but is broken because one cannot re-dock. One has to close out the Query Tool and open a new one.
As I work with multiple Query Tool windows, and frequently need to adjust the divider line for code/results viewing, I find this bug to be the single most frustrating bug of pgAdmin 4. It's especially problematic while using RDP, with slight delays introduced.
Please consider making this a high priority.
