redmine.postgresql.org is intentionally not setup to allow public read access, and this is not likely to change.

Dave, can you explain why you changed this ticket's Status to Rejected ?

According to a recent mail from Dave Page on the pgadmin-hackers mailing list, the pgAdmin project has no control over the requirement to login to see tickets, which is imposed by PostgreSQL project infrastructure.
Issue closed on Redmine.

I just realized this ITS apparently cannot be consulted without an account. This makes tickets more costly to read and find (search engines like Google surely cannot index contents).
I for one will not report further issues until this is solved.
