This would solve issues with overly broad permissions, volume control acting oddly, and file permissions.

[x] Connect via a unix socket in AppData (or is there a better place for this?).
[ ] Figure out startup
- [ ] Maybe per-user instances on Windows 10 (https://helgeklein.com/blog/2021/01/per-user-services-in-windows-info-and-configuration/).
[ ] Integrate with the installer.

Manually started per-user instances now work OOTB with 8fc1b1099f8341931eb6af3b7d175421c3929c87.

I've decided to support this, but not integrate it with the installer.
