Support HTML emails #53

Sad, but true, folks want to be able to send pretty HTML-using emails, maybe with fancy auto-loading markers and such in them so you can tell how many emails got opened/read/links clicked on/whatever.

This should really be done in a way that works across all of the email-sending paths that pgeu-system supports.
