Make it possible for a speaker to withdraw a submission #84

Now that we have a separate status for withdrawn, we can make it possible for speakers to trigger this state automatically. It makes obvious sense to let them do this as an option when they are asked to confirm (right now there is no way to say "no" other than to email the organizers), but also in the "limbo state" between cfp closed and the selection is done.

This should also give a free-text field where the speaker can explain why, which should be included in an email triggered to the organizers.

When a talk is withdrawn during the talk selection phase (CfP closed, state != submitted), an email should be triggered to all members of the CfP committee. The conference committee and especially the people on the conference contact address are not necessarily the same and it might take a while to pass this information from contact to CfP committee. A withdraw at this point will interrupt the selection process.
