Waitlist signup should indicate if people can travel on short notice #94

When people sign up for the waitlist there should be a mandatory indication if they can travel on short notice. This makes it easier to rule out people who first need to book like visa or international travel before they can attend the conference.

Either a flag, or a number days they need (0 being local or just a train/car drive away).

This seems reasonable. I wonder if we should also somehow require re-confirmation of this for people who are on the waitlist for a long time. Like every days they get a reminder that they have to say "yes, I'd still want to remain on the waitlist and I confirm I'm still available to attend on short notice". Being on the waitlist for a month can certainly have a lot of people changing plans.

Per another note from you on another ticket: this will generate a lot of emails, and people don't like that.
