Is is possible to make a plot using angular coordinates as for plotting the image shown below in degrees and arcminutes?

Well, you can provide any kind of text labels for the ticks (see xticklabels), so the answer is probably "yes, please refer to the reference of xticklabels in the manual". In this case, you provide the labels explicitly.
