Add tutorial material #217

To make onboarding a big easier for new arrivals, I created a test html page and test documentation on how to start webscraping. There is additional material that could be added, but this seems a good start.

Great tutorial!

  1. I would add the new files to the gitignore so we don't get new versions of the files
  2. Add a link to the front page of index.md to tutorial.md
