Create Pittsburgh-specific Documentation #65

We're porting the existing City Bureau documentation to Pittsburgh. We're particularly interested in the Getting Started guide and making setup easier!

We are working on the new documentation here. Eventually we plan to add this documentation to the city-scrapers-pitt repo. I chose to develop the (currently incomplete) documentation in a separate repo so that newcomers won't be confused by it.
