Config option to force use of passphrase #1621

🚀 Feature Request

Add a config option to force the use of a passphrase, ideally with configurable minimum strength.

🔈 Motivation

If not forced to do so, many users will not use a passphrase to protect the pushed password. Forcing the use of a secure passphrase would improve security.
