pgmpy_viz intialized as a django project with appropriate settings.
cytoscape.js library and dependencies initalized
Added test code for rendering a fixed graph
Test code for drawing a node when canvas is clicked. //Todo: rendered node position is not pefect as per cursor location. Need to get it right.

Does not require any unit tests so far.
