CollectD, VNstats and BandwidthD are not showing after firmware upgrade to RUTX_R_00.07.00

Analyzed and this is because Teltonika switch from LUCI interface to VUCI... So those LUCI interfaces will not work, until somebody write JS plugins, as previous scripts building web interface do not work.

To fix this repo I can only make installing LUCI scripts contditional for older firmware versions, but the newest version will not have web interfaces. For vnstat this is not an issue as there is CLI interface to show stats gathered 'vnstat -i -m' - to show monthly, -d for daily, -w for weekly, -h for hourly, ...
