What is the easiest way to use this to start with a blank database? #17

I appreciate the test data, but i'd actually like to start from scratch.

using the mdillon/postgis:9.5 instead of pgracio/dhis2-db:2.27-sierra-leone in the docker-compose.yml. This is fine for now.
