User can submit post before captcha is loaded even enable captcha.posts = true #44

What steps will reproduce the problem?
1.Reboot OS to flush JVM.
2.Start Tomcat to load the jforum webapp
3.Click the post button, and type some text in the subject, content and hit the 
submit button before the captcha image is available.
4.The post is saved.

What is the expected output? What do you see instead?
JForum should block the post and force the user wait for the captcha image and 
diable the submit button first. 

Please use labels and text to provide additional information.
