ressurect / revamp deployment infrastructure #4

I'd like to be able to deploy this code again, and I'm not super happy with how I was handling deployment infrastructure before. this is open exploration

This is my today task:

[x] sainity check that local instances still work
- New API keys stored safely- and we launch ok!
[x] re-launch or newly launch via zappa

Updating the runtime to python3.10 fixed the deployment issue I ran into- we're back to using zappa for quickie deployments to lambda!
