emptying/filling intermediate product labs competes

when product is fill, we empty it but since it's a reactant for another reaction when it starts to get empty again, we fill it

current logic:

• if reactant lab has < 500, fill it (all the way)
• if product lab has > 2900, empty it (all the way)

so what happens for intermediates that fill up?

• we spawn a contracthauler to bring it down to 0
• when it gets below 500 we spawn a contracthauler to bring it up to full
• they just cancel each other out until they die
• first to die is the emptier, so the filler will keep going for a bit and you wind up with some amount in there

how to fix?

• could ignore intermediate labs
• could only empty or fill to a threshold point (middle?)
  • like in this example, if emptier only went to 600 it wouldn't trigger the filler
  • and if the filler only went to 2800 it wouldn't trigger the emptier
  • this is probably easiest
