Design and build a service to automate the creation of packages for the community apt and yum repositories. Listen for web hooks for new releases (to build from source) or binary packages and automatically build extension packages. Work with the community to get them formally deployed. If the community doesn't want to include them in the main rewspositories, perhaps there could be secondary repositories for each, e.g., yum.extensions.postgresql.org.
Have them also submit package availability and links (or instructions?) to the Interactions service, so that packages can be listed for extensions on in the Web UX.
