This tool is apparently fussy about BED recording ordering, check and verify, ideally bake into CI tests

Currently we copy primer.bed into the outdir. If we remake it during build and sort by amplicon number (now rigidly enforced during validate()) we ensure that order is an ampliconstats friendly format
