Workflow Execution: Pipeline workflow_params method #520

What does this PR do and why?

Describe in detail what your merge request does and why.

Added in a workflow_params method to lib/irida/pipeline.rb so that we don't have to read and parse the nextflow schema file in NextflowComponent.
