What does this PR do and why?

Allow an owner to update the parameters used for running a pipeline

Screenshots are required for UI changes, and strongly recommended for all other pull requests.

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

  1. Created an automated workflow execution within a project
  2. Within the table, click on the edit button on the far right for the automated workflow execution that you just created.
  3. Updated whichever parameters you want and click Update button.
  4. The changes should be reflected in the table, or click Edit again and the changes you made should be there.
