Currently a user can upload uncompressed files to samples that are used for pipelines. We want to update this to only allow a user to upload compressed fasta or fastq files if these are the type of files that the user is uploading to a sample

User can only upload compressed fasta or fastq files to a sample
This should only apply to the manual upload via the UI
Ensure proper validation error messages are displayed if user tries to upload uncompressed fasta or fastq files
