User Configuration (issue #3)

Parsed config.yml that contains client information to connect to Irida.
- Default location in irida_staramr_results/config
- user can overwrite default path with -c or --config
- Assumes file name to be config.yml
Get username and password from arguments or command prompt.
- prompts username and password if user did not enter them as arguments
- uses getpass
Wrote initial amr_writer code.
