Update NCBI Submission UI

• [ ] Page may time out while entering fields. Add a warning or some way to keep it alive while entering into the fields.
• [x] Possibly change the list view to a table with ability to apply to all rows
• [x] Sort the samples by sampleName on the submission page
• [x] Remove a sample from the upload on the submission page
• [x] Make the accession that was added is more clear
• [ ] Possibly send notification email when accessions were set

Now that metadata is implemented, accession could be added to the sample metadata.
