Downgrade database before release #89

At the current moment, we aren't ready to update to a new version of the ResFinder/PointFinder databases. So, before we release this version of the code (with MLST) we should downgrade the database back to the version in the 0.5.x releases.

That is to say, we should re-apply the code from this PR, https://github.com/phac-nml/staramr/pull/62, to development and just keep this change permanent for time being.
