I18N directory usefulness #87

Are I18N files in https://github.com/phaidra/phaidra-api/tree/master/PhaidraAPI/I18N used by the API? If not, could the directory and its content be removed?

It is used for rendering tooltips in the UWmetadata editor, so it must stay in place.
