[NFR]: Events for Storage and Cache classes #16606

Describe the solution you'd like We have different events for example in db, views, dispatcher, etc. For storage or cache these events are missing.

Describe alternatives you've considered There is no alternative.

This has been resolved with https://github.com/phalcon/cphalcon/pull/16607
