Interview submission should not be available if application form not filled #67

What steps will reproduce the problem?
1. Register new user
2. Navigate to Interview

What is the expected output? What do you see instead?
I think we should display a message with prompt to fill application form before 
selecting interview slot, or make this tab not available at all.

Please use labels and text to provide additional information.
