We had the same problem here with windows 7.
After some investigation we finally found the problem.
Eclipse was installed in "C:\Program Files".
Therefore the eclipse process has no rights to change/add files under
"C:\Program Files\eclipse". So when installing plug-ins eclipse can't store the
downloaded files in this directory but shows no error and marks the plug-in as
installed :-(
Moving the Eclipse installation to a directory under user control (e.g.
C:\Users\<user_name>) solved the problem.

Other plugins are installing just fine.
The preference entry "Hudson" does not show up, neither can I open a "Hudson"
view via CTRL-3 or "Show View".
The plugin 1.0.10 shows it is installed under Eclipse plugin details.
Uninstalling/re-installing and updating has no effect.
Any other ideas?

I had the same issue on Win7 and Helios running in a 1.5 VM.
Starting eclipse with a 1.6 VM solved it.
