Support for simple .csv format #25

It would be great to be able to just upload a .csv with location and metadata, 
such as in Fusion tables. This would make the maps engine interface more 
accessible to anyone with GPS data, not necessitating the step of converting to 
KML our other explicitly GIS formats.
