Bump python version in setup-python #57

Python 3.6 is EOL and no longer works per https://github.com/actions/setup-python/issues/561

The failure is due to python 2 missing. Will remove python 2 usage in a separate PR since it has been deprecated for a long time and merge this one to unblock the lint pipelines.
