Spyder does not launch with UTF error #56

What steps will reproduce the problem?
1. Fresh installation of WinPython 64bit 3.3.2.1
2. Run Spyder

What is the expected output? What do you see instead?
Spyder does not launch and crashes silently. Running it from the command line 
invokes the error in the attached file.

What version of the product are you using? On what operating system?
Windows 8

Correction:

I ran spyder the wrong way above. Please see below for the correct screenshot 
and the corresponding error message

Ok. Now I think I know where it comes from. I'll deal with it as soon as I can. 
In the meantime you may use v3.3.2.0 instead.

Ok. Just checked. That's what I thought. I'll upload fixed v3.3.2.1 32/64bit 
releases by tomorrow.
