Winpython-64bit-3.3.2.1 - WinPython Control Panel won't startup #66

What steps will reproduce the problem?

1. Downloaded Winpython-64bit-3.3.2.1.exe, and the packaged was unpacked at 
C:\Winpython-64bit-3.3.2.1\ 
2. Tried to run WinPython Control Panel - nothing happened. Tried to run Spyder 
nothing happened. Even tried to run as Administrator nothing happened. 
3. Changed settings at C:\Winpython-64bit-3.3.2.1\settings\winpython.ini by (a) 
PATH = C:\WinPython-64bit-3.3.2.1 and even then nothing happened, (b) tried 
instead PYTHONPATH = C:\WinPython-64bit-3.3.2.1 and still nothing happened

What is the expected output? What do you see instead?
Expected WinPython Control Panel to open

What version of the product are you using? On what operating system?
Winpython-64bit-3.3.2.1 on Windows 7 (64-bit)

Please provide any additional information below.

This may be the same issue I reported as #57. See if copying a 64-bit version 
of MSVCR100.DLL into the python-3.3.2.amd64 subfolder fixes it. See comments in 
issues #57 and #53 for details on 64-bit file sources and locations.
